Land Use
The Department of Planning, Building and Code Enforcement is charged with the responsibility of regulating land use, including the development of housing.
The Housing Element Update reviews the City's housing policies and programs to demonstrate their effectiveness in furthering the housing goals of the City.
In January 2000, the City Council directed Planning staff to conduct the Housing Opportunity Study (HOS) The Study is a proactive approach to facilitate increased housing production, support transit with appropriate development intensities, and further the City's longstanding policy of infill development.
The Housing Initiative is an innovative program established by the City of San Jose in 1989 to encourage the production of high density housing near public transit facilities.
The Planning Division has further information about the City's General Plan, zoning and subdivision regulations, Residential Design Guidelines, and the development permitting process.
