The primary mission of the Neighborhood Stabilization Program is to mitigate blight, enhance neighborhoods through quality construction, incorporate Green-building features, and assist low- and moderate income homebuyers purchase homes. The City of San Jose created an exclusive partnership with Community Rehab Partners (CRP) to acquire, rehab, and re-sell NSP homes. The NSP homebuyer program offers mortgage assistance to income-eligible homebuyers of these single-family homes in San José.
